Quarantine rules prevent or slow the spread of non-native pests to new locations. The Department of Forests, Parks, and Recreation and the Agency of Agriculture, Food, and Markets jointly regulate pests of particular concern to Vermont’s forests. In addition, the United States Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS), is responsible for pests entering the United States and for interstate pest quarantines.
